Canada Border Services Agency Launches First U.S. Preclearance Operation to Enhance Cross-Border Security

The Canada Border Services Agency (CBSA) has announced plans to begin its first-ever preclearance operation in the United States in 2025. This initiative aims to improve national security and support the economic prosperity of both Canada and the U.S. by ensuring the smooth, secure movement of people and goods across the border.

The new operation will see Canadian border officers stationed at a shared facility at the Cannon Corners port of entry in New York, located near the Covey Hill, Quebec port. The preclearance operation will last for two years, during which travellers entering Canada will process their entry at Cannon Corners, while the Covey Hill port will temporarily close to travelers.

Canadian border officers at this preclearance site will perform standard immigration and security checks, including screening for dangerous items like firearms and drugs, before travelers leave the U.S. Although most immigration procedures will be handled at this location, individuals seeking refugee protection will still need to use a Canadian port of entry for processing.
